Bacolod to Launch Inaugural Film Festival in September


Bacolod City is gearing up to host its first-ever film festival this September, providing a platform to showcase the creativity of local filmmakers and promote the city's flourishing film industry.

Mayor Alfredo Abelardo "Albee" Benitez has officially announced the call for entries for the Bacolod Film Festival, following the recent approval of City Ordinance No. 1061, also known as the Bacolod Film Festival Ordinance.

Co-authored by Councilor Em L. Ang, Cindy T. Rojas, and Celia Matea Flor, the ordinance establishes the Bacolod Film Festival Council (BFFC), a 21-member body tasked with overseeing the festival's functions, selection process, awards ceremony, and funding.

In a bid to promote local talent, the city government will provide production grants worth ₱300,000 each to ten selected filmmakers who are bona fide residents of Bacolod City. These grants will support the creation of short films to be showcased during the festival.

Councilor Ang clarified that while selected filmmakers must reside in Bacolod, they are not required to shoot their films entirely within the city limits.

The Bacolod Film Festival Ordinance is anchored in Section 16 of the Local Government Code of 1991, which mandates local government units to enrich and preserve culture within their jurisdictions. Additionally, the city is partnering with the Department of Trade and Industry for funding assistance under the Philippine Creative Industries Development Act.

"Bacolod is the very first one to avail of that by way of our film festival," Ang shared, referring to the city's pioneering effort to leverage the act's support for the creative industries.

The festival's awards night will serve as a culminating event, celebrating the talents and achievements of local filmmakers.

With the Bacolod Film Festival Council chaired by Mayor Benitez and Vice Mayor El Cid Familiaran serving as presiding officer, the inaugural festival promises to be an exciting celebration of Bacolod's rich cultural tapestry and burgeoning film scene.
